Howard County Arts Council presents its annual paint en plein air. See the creations of juried artist scattered around Main Street in Ellicott City during the daylight hours of July 8, 9 and 10. An awards reception will take place July 11, 6-8 p.m. Open paint for high school and college students, $10; reception, free.
